Biography
Jess is as a social worker, qualifying from the University of Chester in 2013. Jess’ early practice was working within learning disability social work (adults). Jess has more recently worked as an adult safeguarding manager in Welsh local authorities. Jess has undertaken a number of post qualifying award including a postgraduate certificate in Senior Practice in Social Work (Cardiff University 2019) and post graduate certificate in Managing Practice Quality in Social Care (Oxford Brookes 2021).
Jess is qualified Best Interests Assessor and signatory for DOLS. Jess is also Practice Educator offering placements to social work students. Jess has a passion for developing legal literacy within practice settings, particularly for students to support them to build resilience as social workers.
In 2020, Jess joined the School of Law at Keele University and completed the MA Safeguarding Adults: Law, Policy and Practice in 2023, graduating with Distinction.
Research and scholarship
PHD Project: Adult Practice Support Orders in Wales: An evaluation of the impact the power of entry has had in law, policy and practice.

Wider research interests: Jess is interested in adult safeguarding law in the Wales. Jess has other research interests around abuse and neglect and the interface with criminal law and the interaction between safeguarding legislation and commissioning of care in Wales.
